The Directorate of Local Government issued the notice on February 4, 2021, reserving various districts in these five authorities for the upcoming elections. The opposition party and the Goa Forward Party were among the nine petitioners in the case, claiming that the reservation of protected areas was politically motivated and without logic.
The Bombay High Court (Goa Bench), after hearing the arguments, overturned the state government’s Department of City Council notice reserving different districts in five of eleven agencies that will hold elections later this month.
The court ordered the Goa government to resume the practice of wards reservation in the five parish councils of Margao, Mormugao, Mapusa, Sanguem and Quepem. In addition, the court ruled that the electoral process in other parishes should continue according to the schedule announced by the State Election Commission (SEC).
